The Government welcomes the Committees’ support for the inclusion of an export controls section in the FCDO’s annual Human Rights and Democracy Report. We also note the recommendation that consideration of human rights should be better mainstreamed into future Strategic Export Controls Annual Reports. The Government is committed to publishing comprehensive, accessible, and transparent information on export controls. We will consider how future Strategic Export Controls Annual Reports can best demonstrate how the Government takes the list of human rights priority countries into account in licensing decisions and exercising export controls, without compromising national security or commercial confidentiality.
