We recommend that the DCMS initiate formal discussions with HM Treasury on the impact of VAT on heritage repair and reuse. The government should introduce targeted VAT relief for maintenance and conversion of listed heritage buildings. This could include reducing or removing the VAT rate altogether for eligible restoration works or establishing a rebate scheme for listed properties open for a minimum number of days each year. Any such measures must also be designed to unlock the delivery of new homes through heritage-led reuse, helping to meet the government’s housing targets. (Recommendation, Paragraph 61)
