We recommend that UK Government departments be required to produce and publish asset-level heritage management plans for all listed buildings within their estate, including condition assessments, maintenance schedules and plans for reuse or disposal. These plans should be updated regularly and subject to external scrutiny. (Recommendation, Paragraph 74)
