The government should embed built heritage within the One Public Estate programme, making heritage considerations a specific factor to be taken into account when it comes to the management, reuse and disposal of publicly-owned assets. This should be supported by a new robust regime that incentivises public bodies to properly manage their heritage assets or dispose of them where decline is evident, including by exploring financial and performance-based incentives to support good stewardship. Alongside the incentives, the government should also put in place penalties for departments who fail to comply and allow assets to fall into avoidable disrepair.
