We recommend that the government, within 12 months of the introduction of the Growth and Skills Levy, review how greater flexibility can be built into the levy scheme to better support the heritage sector. This review should assess whether levy-funded training is sufficiently accessible to small employers, charities and sole traders and whether current provision reflects the sector’s need for flexible, shared and non-standard training models. As part of this review, the government should set out how it will measure success, including uptake by heritage employers, completion rates and employer feedback, and report its findings to the committee.
