Recommendation
We urge the government to make both Local and National Listed Building Consent Orders a standard and accessible route for the approval of low- risk and routine heritage works by supporting Local Planning Authorities to consider their immediate adoption. This should also include clearer national guidance encouraging early engagement, informal advice and the use of repair notices and proactive enforcement to prevent deterioration. The government should set out how this approach will be embedded in planning practice and review its effectiveness within two years of its implementation. (Recommendation, Paragraph 111)
