The government must ensure that planning policy and regulation enable and prioritise, rather than inhibit, climate adaptation and the decarbonisation of historic buildings. This work must include clearer national guidance for local authorities, reform of energy performance certificate methodology to reflect the needs of traditional buildings and greater weight in planning decisions for low-impact retrofit measures that support energy efficiency while safeguarding heritage value.
