Acknowledged
No concerns about Dr Shah's conflicts of interest due to proposed mitigations.
Conclusion
Dr Shah responded to our concerns about the BBC’s impartiality and independence from the Government, and the need for accountability from the organisation and from the Chair specifically to Parliament and the public. We have no grounds for concern about Dr Shah’s reported conflicts of interest, given his proposed mitigations, including resignations and recusal as required.
Government Response Summary
The government notes the committee's findings that Dr. Shah responded to concerns about impartiality and independence, and that there were no grounds for concern regarding conflicts of interest. The government confirms his appointment as Chair of the BBC.

I was pleased that the Committee agreed that Dr Shah is appointable for the role of Chair of the BBC, and I can confirm his appointment will now be put to the next meeting of the Privy Council for His Majesty The King’s final approval. I note the points made in the Committee’s Report. The Committee noted Dr Shah’s considerable broadcasting expertise, board-level experience and awareness of the current and upcoming challenges facing broadcast media and the BBC. I am confident that Dr Shah will provide the support and scrutiny that the BBC needs - in which your Committee plays such a vital role - to meet the challenges and opportunities of the future.
