The Government welcomes the Committee’s recommendation and recognises the importance of a successful Plymouth for UK Defence. The need to be met to ensure that Plymouth can grow sustainably to provide the workforce needed by HMNB Devonport. Successful delivery requires a joint- approach between the Ministry of Defence and MHCLG (including Homes England), with support from a range of other Departments working closely with the local authority and private sector defence contractors. Drawing on our experience from Barrow, Team Plymouth brings together the various parties to help ensure there is a joined-up vision and an agreement on how this vision will be delivered. The £50m we have announced for the Plymouth Defence Growth Deal is an important element of our support for Plymouth. Whilst we recognise that, in itself, it will not be enough to deliver on what is needed, our ambition is that the funding helps catalyse further public and private investment. To ensure cross-Departmental buy-in, the Ministry of Defence and MHCLG are jointly setting up a Cross-Government Defence Regional Growth Board, which will have a focus on Plymouth, other Defence Growth Deals and defence and local growth more generally. Plymouth is also one of the four trial locations for Place-based business cases, part of the reforms to the HM Treasury Green Book, which will improve how funds are allocated outside London. defence workforce growth and retention, MHCLG and Homes England are leading a joint taskforce with the local authority to urgently develop and progress delivery solutions, including securing appropriate funding.
