The Government must take steps to ensure that all affected individuals receive timely, consistent and transparent access to adoption records. This obligation should be underpinned by clear statutory duties requiring every record-holding body to maintain accurate records and meet nationally defined standards for disclosure. The Government should establish a single, standardised national access point for adoption records, something that survivors recommended to us. (Recommendation, Paragraph 63)

PARTIALLY ACCEPT The Government recognises the need for more consistent, transparent, and accessible routes to adoption records. To improve this, we will: • Support the development of a national platform, delivered by CoramBAAF and the Archives and Records Association, to provide a single point of access to help individuals locate records and understand how to request them. • Strengthen expectations on record holding bodies to ensure information is consistently handled and easier to locate. In the first instance, the Government will formally endorse and reinforce existing best practice guidance, including through Ministerial communications to record-holding bodies setting clear expectations on timeliness, consistency, and compassion. We will review progress with the reference group of individuals with lived experience, and if these measures are not sufficient, we will consider whether further regulatory or legislative steps are required. This approach will improve accessibility while recognising the diverse range of organisations that hold records.
