Recommendation
Ofsted must make outcomes for looked-after children a limiting judgement on a school. If a school is not delivering good or outstanding progress and outcomes for looked- after pupils, it should not be able to gain a good or outstanding judgement. Ofsted should amend its education inspection framework to reflect this.
