Accept in principle. The department agrees with the principle that all children should receive the best possible education and that unregulated provision should only be used in very limited circumstances. However, we need to be assured that such a move is in children’s best interests, and to ensure that the wider offer of education is available and appropriate to meet all needs. As such, this will be considered as part of our wider work to develop an implementation strategy to the care review.
