A central part of the National Reading Guarantee must include a comprehensive Reading for Pleasure strategy. This should be led by the Department for Education working with the Department for Culture, 88 Media and Sport and the Ministry of Housing, Communities and Local Government and set out its long-term plans for reversing the decline in reading for pleasure among children and young people. The strategy should, at a minimum, include: reviews of the available evidence on what works; guidance on best practice for parents and carers, schools, teachers and early years practitioners; expectations on schools and early years settings as to best practice, including relating to the diversity of texts available and opportunities for shared reading; proposals to raise levels of reading among particular groups of children, including boys, teenagers, disadvantaged children, and children with SEND; and the steps the Department will take to implement the recommendations of this report.
