Conclusion
The Department for Culture, Media and Sport should work with the Arts Council and The Reading Agency to extend their existing cross-authority model of the Summer Reading Challenge to more local authorities across the country. This should enable libraries to partner with other community agencies such as children’s services, education settings, family hubs, and the Holiday Activities and Food scheme to target those families and children who do not usually use libraries.
