49. The Government recognises the importance of enrichment activities and their contribution to pupils’ wellbeing and engagement in school. We are investing significantly to make sure young people have access to high quality enrichment opportunities, including through the £560 million Youth Investment Fund (part of the National Youth Guarantee) to build or refurbish around 300 youth facilities and expand youth services, including sport, music, drama and art. The Department is also investing £115 million between 2022 and 2025 in the National Plan for Music Education, and £18 million for a cultural education plan. We are also providing £600 million across academic years 2022/23 to 2024/25, for the PE and Sport Premium, which enables primary schools to improve the quality of their physical education (PE) and sport provision. 50. The Department already encourages schools to provide a wide range of extracurricular activities, including sport, music, drama and art, as part of a rich and broad curriculum. The National Youth Guarantee is being delivered by the Department for Culture, Media and Sport and provides young people with positive activities to do, including local youth clubs and activities, as well as opportunities to volunteer or do an apprenticeship. This includes significant investment in new and refurbished youth facilities, delivering a wide range of positive activities for young people to access. Music Hubs will work with schools and cultural organisations to offer whole-class music lessons for every child in Key Stage 2 and will offer instrument lessons, ensembles and choirs to those who want to take part. School Games Organisers work with schools across the country to offer a wide variety of inter-school and intra-school competitions and festivals throughout the year. The PE and Sport Premium is ringfenced for primary schools to improve the provision of PE and sport for the benefit of pupils’ physical and mental health and to embed healthy, active lifestyles. Schools can choose to spend this funding on enrichment activities to encourage pupils to attend school more regularly and to achieve their full potential. 51. The Government recognises the value of enrichment activities but does not believe that it is necessary to implement a national ‘enrichment guarantee’ as described by the Centre for Social Justice. The existing funding streams and initiatives, coupled with school autonomy over curriculum design and extended school day provision, allow schools to tailor enrichment opportunities to their pupils’ needs and local context. The Department continues to support schools in offering a diverse range of enrichment activities and encourages them to consider the impact of these activities on pupil attendance and engagement.
