Part of the evidence before the inquiry was subject to a restriction order under section 19 of the Inquiries Act 2005. The inquiry published the restriction order and a ruling enclosing a gist of the sensitive evidence, and its chair stated that no public recommendations were made; any recommendations are in a closed report to the Home Secretary.
