The Inquest heard evidence to_slagestt thatchildren play within the communal grassed area at the rear of The Integrity of the low parimeter wall or it's maintenance was not brought into question The MATTERS OF CONCERN is as follows_ To review the existing pedestrian gaps in the parimeter wall in order to assess the safety aspects for children

Dear SirIMadam Thank you for your letter of 20 October 2016, concerning the inquest into the death of Issac John Walter Brocklehurst Firstly, on behalf of Incommunities_ may we take this opportunity to express our sincere condolences to Issac's family_ As responsible landlord we take the safety of our residents and their visitors extremely seriously and as such we considered carefully your matters of concern and offer the following in response to the issues you have raised_ Incommunities is a social landlord with homes across the Bradford District and some of these are adjacent to arterial roads but as Housing Association we have no responsibility for public pathways belonging to the local authority. In addition there are over 500 parcels of land that are adjacent to Incommunities homes. As part of an investment in our neighbourhoods, Incommunities commenced a Decent Neighbourhoods programme in 2015 which focuses on environmental improvements including fencing to communal areas_ When reviewing works to be undertaken_ and their prioritisation, we will continue to assess the type of accommodation ie family accommodation and proximity to risk However some of our communal areas are 'open plan' and have been so since their build date and may remain so. Investigation and Inquest
On the 1st April 2016, opened an Inquest into the death of Isaac John Walter Brocklehurst who, at the date of his death was age 2 years old. The inquest was resumed and concluded on the 10"h October 2016. found that the cause of death to be: 1a - Multiple Injuries Conclusion of the Inquest was:- Accident
Circumstances of the Death
At approximately 12.3Opm Isaac was sat playing on his ride along 4 wheeled plastic Bike on pathways within a communitv arassed area located at the rear of his grandmothers residence a Isaac was playing on a pathway which runs from the back door of the passed the bins, to a gap in a low brick wall which enables pedestrian access to the pavement and lay-by used by residents to park their cars_ Isaac suddenly and unexpectedly wheeled through the pedestrian gap in the wall, along the pavement, before then emerging between two parked cars into the path of a Scania tipper lorry which was being driven along Valley Road at approximately 13.05pm , causing Isaac to instantaneously sustain fatal injuries in circumstances such that both grandmother and driver were unable to take evasive action and flat,
