Dear Mr Tweddle LLB Re: Regulation 28 Report to prevent future deaths: In reply to your letter dated 19th October 2015. Darlington Auction Mart Co Ltd believe that the measures in place before the tragic loss of life of Kyle Hull were enough to make persons entering the Darlington Mart premises at Clifton road aware that the area is a working environment and that any person attempting to access to any of the roofareas ofany building were so at their own risk The premises after the tragic event on the 7th of April 2015 were visited by Police, HSE and our insurance firm; they were all satisfied with the levels of signage and the systems in place to secure the site. However; we as a company will do what is believed to be correct and in the interests of the inquest; the family of Kyle Hull, local individuals thathave raised concern and to deter other persons from entering the grounds: Since the inquest we have had two CCTV firms out to measure the site, both have taken time in what type of CCTV would be needed, the number of CCTV's, maximising the area of coverage as the design ofthe mart makes it extremely hard to cover every corner: The conclusion was that CCTV's with night vision, movement detection and linkage to the internet where the images can be streamed to Mobile phones of company management This system above does involve a lot of civil works and cabling within the grounds also a full upgrade of the computer systems within the office to enable this to run correctly: Our software programs provider has quoted E6000 Regislered in England No 212585 gain doing

Investigation and Inquest
On 20"h April 2015 commenced an investigation into the death of Kyle David Michael Hull; aged 15 years. The investigation concluded at the end of the inquest on 16/h October 2015. The conclusion of the inquest was accident. CIRCUMSTANCES OF ThE DEATH The deceased was a teenager who suffered fatal injuries after through a fragile roof at the Auction Mart: The risks of people through the Auction Mart roofs were well known: Children have been known Io play on the roofs. A Health Safety review has been undertaken following the incident and certain remedial steps taken.
