AcceptedA key theme that emerged from stakeholders was the view that the existing legislative framework already allows for Lord Gill's objectives to be achieved providing that it is supported by improved guidance, compliance and enforcement. The Government agrees with this view but recognises the need to ensure that dutyholders are aware of their legal duties. HSE asked to consult further on installation records (84% stakeholder support) and supplier asset registers (93% support). No formal verification scheme instituted. (Cm. 7849, paras 18-25)

HSE published guidance document INDG428 on inspecting and maintaining or replacing buried metallic pipework carrying LPG vapour. HSE also went beyond the Gill recommendations by funding research for domestic LPG customers and publishing advice for domestic premises.
