Recommendation 42: Security information before NOMIS covers it

Recommendation

Since security information is not to be included in the first phase of NOMIS, there remains a need for a national database for security information. Establishments should have the 4x4 system converted to the 5x5 system if that has not already been done, and the systems should be networked across the prison estate.
