Summary: We cannot investigate this complaint about the management of a housing association tenancy. It lies outside our legal remit.
The complaint
The complainant who I refer to here as Mr B, has complained about noisy dogs kept by his neighbour who is a housing association tenant. He believes the Council has some responsibility for the neighbour’s action because it transferred its housing stock to the housing association.
How I considered this complaint
I considered information provided by Mr B and our Assessment Code.
Final decision
We cannot investigate Mr B’s complaint because it is outside our legal remit. The Council is not responsible for the management of housing association property. Even if this was not the case, we cannot investigate a complaint about action taken by or on behalf of a local authority in its capacity as a registered provider of social housing.
