Summary: We cannot investigate this complaint about the Council’s actions relating to a young person with special educational needs. This is because the complaint is made on behalf of a public body. It is therefore outside our jurisdiction with no discretion to investigate.

The complaint

Mr X complained about the Council’s actions relating to a young person with special educational needs. Mr X complains on behalf of the school at which the young person is a student.

The Ombudsman’s role and powers

The Local Government Act 1974 sets out our powers but also imposes restrictions on what we can investigate.
