The Ombudsman's final decision

Summary: On behalf of Mrs B, Mrs X complained the Council incorrectly determined Mrs B’s child was not eligible for home to school transport. We have discontinued our investigation as Mrs B has moved out of the area and is no longer in contact with Mrs X or the Council, therefore there is no worthwhile outcome we can achieve for Mrs B.

The complaint

On behalf of Mrs B, Mrs X complained the Council incorrectly determined Mrs B’s child was not eligible for home to school transport. Mrs X told us the child’s access to education has been impacted as a result. Mrs X would like the Council to reconsider Mrs B’s application for home to school transport.

How I considered this complaint

I considered evidence provided by Mrs X and the Council as well as relevant law, policy and guidance.

Mrs X and the Council had an opportunity to comment on my draft decision. I considered any comments before making a final decision.

What I found

Mrs X told us Mrs B has moved home since the complaint was submitted to us. Mrs X is no longer in contact with Mrs B.

We contacted the Council to ask for updated contact details for Mrs B however it does not have up to date information. Mrs B has not responded to our communication to confirm her contact details. This means there is no way for any party to contact Mrs B.

We do not start or continue an investigation when there is no worthwhile outcome we can achieve by completing an investigation.
