The Wagner Network is merely the best-known and documented example of a PMC acting deniably on behalf of a state to further its interests and enrich its elites, at the expense of local citizens’ safety and stability in the long term – as well as security and stability in Europe. We are deeply concerned that the Government’s failure to address the network hints at a fundamental lack of knowledge of, and policy on, other malign PMCs.
