The government must ensure that any exemptions for the retirement housing sector from the ban on new leasehold flats, or other aspects of the legislation, are strictly limited. Retirement housing providers must also be included in the regulation of property managing agents scheme we have proposed in chapter 3, so that homeowners have access to meaningful redress.
