Recommendation
The Government should: explain clearly the justification for taking a relatively centralised approach to test, trace and isolate; set out its assessment of the impact of the system on the spread of the virus since the outset, including on health outcomes; and review the balance between the local and national components of the system, including its value for money and effectiveness. The Government should set out the rationale and justification for, as the National Audit Office put it, the “unusual organisational relationship” that NHS Test and Trace has with the Department of Health and Social Care.
