Harmonisation should not be the sole aim of international AI governance discussions.
Conclusion
However, looking beyond the AI safety discussion, we do not believe that harmonisation for harmonisation’s sake should be the end goal of international AI governance discussions. A degree of distinction between different regulatory regimes is, in our view, inevitable. Such distinction may be motivated by geopolitics, but it may also simply be a case of healthy economic competition.
