We acknowledge that this proposal would not go far enough to improve health outcomes for people who have had to leave work due to ill-health or caring responsibilities in their mid-60s. We should not be in this position. If the government had acted on the recommendation in our 2025 Pensioner Poverty report to update the impact assessment, this would have focused minds earlier on what was needed.
