The UK should seek to play a leading and proactive role in shaping the Global response to TNR as part of the US chaired Working Group on Transnational Repression. The Government should also raise the issue at the next Commonwealth Heads of Government Meeting, scheduled to take place in 2026 in Antigua and Barbuda. (Recommendation, Paragraph 94)

1. The UK Government is committed to working with likeminded international partners, through bilateral and multilateral channels, to raise awareness of TNR and strengthen collaboration and resilience to TNR, encompassing the areas laid out in the report recommendations. For example, in October 2024, the UK Home Office co-chaired a multilateral meeting with the US Department of Justice at the US Embassy in London, focused on addressing state- sponsored high-harm physical threats and other forms of TNR. 2. At the June 2025 G7 leaders’ summit, the Prime Minister supported the first G7 statement on TNR. This statement underlined the UK’s commitment to strengthen our work with G7 partners to build our collective resilience to TNR in order to keep our communities safe, to defend human rights, and to safeguard our sovereignty. 3. The UK Government is committed to delivering the initiatives outlined in this June 27 statement, working closely with Canada and other G7+ partners. This includes enhancing information sharing through a TNR Resilience and Response Framework in the G7 Rapid Response Mechanism (RRM). Information sharing through this forum and others, is key to building our collective resilience to TNR.
