The government should take steps to fully incorporate the UNCRC into domestic law in England. Until full incorporation takes place, the government should consider short-term measures, such as developing mandatory child-rights impact assessment procedures for legislation and policies relevant to children and introducing a duty on ministers to have due regard to the UNCRC when exercising their functions. In particular, the government should also consider measures to ensure that children’s voices are heard in decisions affecting them, ensuring compliance with Article 12 UNCRC. Such measures could include creating a statutory requirement for local councils to set up Corporate Parenting Boards with the participation of people with care experience.
