The definition of Close Family Member in the Troubles Bill is currently drawn too narrowly. The current definition does not match Article 2 ECHR’s approach of ensuring sufficient involvement of the ‘next-of-kin’, which is not exhaustively defined. In addition, the current definition overlooks the reality that, due to the passage of time, it excludes family members who are currently searching for justice for their relatives, particularly grandchildren.
