In the remaining 43% of instances a claimant was not referred, this is because the claimant was no longer eligible by the time they were considered by the work coach. This could be, for example, because they had found work or because they no longer needed to search for work as part of their benefit claim.11 Discussing this, the Department told us that the mix of people coming into Universal Credit was unusual, that the labour market was very dynamic, and that people’s circumstances were “changing all the time”.12
