We asked whether the Ministry was looking at savings for the overall system and how a good outcome for an individual woman can be cost-effective for the taxpayer. The Ministry told us that it had done an analysis on the total cost of reoffending two years ago. It said it thought it would be straightforward to use this to make the case for funding interventions that reduce reoffending by women, especially given women’s higher rates of reoffending.”63
