However, the NAO also set out that the government views Northern Powerhouse Rail as a programme of different projects rather than one single mega-project.36 In oral evidence, the Department told us Northern Powerhouse Rail was “in effect [ … ] a mega-programme”.37 In written evidence, Transport for the North described the programme as a series of discrete investments, which would realise benefits “greater than the sum of its parts” when delivered as a co-ordinated programme.38
