We challenged Homes England on how it ensures transparency and consistency in its method. It confirmed its method is evaluated and checked internally and suggested the NAO could review it as well.30 We expect the Department and Homes England to include timely and robust review of the methodology for tracking the number of homes built on land unlocked by legacy programmes, including making use of external expertise, to ensure robust challenge and improve decision-making.
