We questioned Homes England on how it is adapting its delivery approach to the changes in local government structures. It acknowledged that local government reorganisation is absorbing a large amount of energy and attention.35 In response, Homes England told us it has introduced a new target operating model to allow it to work directly with local authorities. It told us it wanted to be a genuine delivery partner and gave us an example of where its teams were working directly with local authority staff in Leeds and Sheffield.36
