We also explored how areas without established mayoral structures would be supported. Homes England told us that it would assess their capacity and readiness to deliver and could provide both funding and advisory support, including helping local authorities develop pipelines and masterplans.40 Homes England acknowledged that some authorities do not have the capacity to, for example, develop master plans and that Homes England could provide support in these cases.41 Achieving the objectives of the National Housing Delivery Fund
