Recommendation
The Government should review options to reduce the risk of foreign money entering UK political finance via individual donors whose primary long- term residence is overseas. For example, individual donors whose primary residence is overseas could be required to have UK financial assets registerable with HM Revenue and Customs for the past 12 months which are sufficient to cover the cost of their donation. This would broadly mirror the Bill’s other requirements for corporate donors to have generated sufficient money in the UK. (Recommendation, Paragraph 103) Source of funds

The Government agrees entirely with the Joint Committee on the concern here that nations may interfere in the democratic processes of another country through covert political funding. The Government will not tolerate attempts to interfere in our politics from any foreign actor and is committed to ensuring we have robust systems in place to mitigate this threat. We note that the Rycroft Review drew a very similar conclusion. On the day that the Rycroft Review was published, the Government confirmed that we would introduce a cap of £100,000 per year on donations, and/or regulated transactions (such as loans), from overseas electors. This cap will apply to all political donations from overseas electors made on or after 25 March 2026, so donations made following that date which exceed the cap will need to be returned. We have also announced in our response to the Rycroft Review that the cap will be accompanied by a minimum residency period during which an overseas elector who returns to the UK, or any other individual who moves to the UK from overseas will be subject to the £100,000 cap until they have been back in the UK for at least a full calendar year.
