The government should review the effectiveness of the current institutional landscape for heritage, including the division of responsibilities between Historic England, English Heritage and other funding bodies. It should assess the case for greater streamlining, or even the merging of organisations, and explore the potential for reducing administrative burdens, bringing expertise together, and improving the accessibility and impact of funding. This review should consider whether simplification of funding routes and organisational roles could enable additional resources to be directed towards the front-line protection of heritage assets.
