We recommend that the government explore the feasibility of establishing a heritage funding model analogous to Arts Council England’s National Portfolio Organisation system, or a dedicated heritage investment fund to deliver consistent and strategic investment. Any such model must, however, be designed to reflect the specific needs of the heritage sector and ensure that organisations responsible for significant heritage assets are adequately supported to meet the costs of ongoing maintenance, repair and programme delivery.
