The Department for Culture, Media and Sport and its delivery partners should expand the scale and accessibility of early-stage development funding. This should include ringfenced funding to support feasibility work, design development and access to professional expertise. The government should also ensure that early-stage support is aligned with capital funding streams, so that well-developed projects can transition smoothly to delivery. (Recommendation, Paragraph 47)
