We heard concerns that the quality of governance had contributed to HE institutions facing financial difficulties. There is a need to ensure governing bodies have the capabilities and culture to challenge effectively the assumptions of senior leadership in higher education institutions, including on finances, projections of student numbers, and plans for restructuring.
