The Department for Culture, Media and Sport must work with other relevant departments and local authorities to introduce an auto-enrolment scheme through which every child is issued with a library card on registration of their birth. This must come alongside the necessary infrastructure and resources to implement the change, including guidance for health visitors and other professionals to support parents and carers to use the library, and support for libraries to provide introductory sessions to new parents and carers.
