Part 3 Terms of Reference were published on 16 March 2026 and examine the career of former Metropolitan Police officer David Carrick following his February 2023 conviction for serial sexual offences, covering his timeline and background, vetting, conduct issues, abuse of powers, and victim impact; Part 3 reports to the Secretary of State for the Home Department.
