Police notice of significant pre-planned events
The Home Office, the College of Policing and His Majesty's Inspectorate of Constabulary and Fire and Rescue Services should develop a system for ensuring that the duty command structure in each police service has notice of any significant pre-planned event, such as a major concert or sports match, taking place within the police service area.

AcceptedThe Home Secretary made a written statement to Parliament on 3 November 2022 following publication of Volume 2, acknowledging the findings on emergency response failures and stating the government would work with emergency services to implement improvements. The response committed to reviewing interoperability arrangements between emergency services and strengthening joint training and exercising protocols for major incidents.

Processes have been strengthened in relation to the capturing and sharing learning from events and related planning. This work strand builds upon these improvements, with new national Events guidance currently being developed. This will include the approach to partnership planning and engagement with Safety Advisory Group's (SAG), alongside sharing of emergency plans across the tri-service and wider partners.

Terrorism (Protection of Premises) Act 2025 received Royal Assent 3 April 2025. Creates two tiers: Standard Duty (200-799 capacity) and Enhanced Duty (800+). SIA will be regulator. Not yet in force -- at least 24 months before enforcement (expected April 2027).
