Periodically audit Social Services staff recruitment and management vigilance

Recommendation

Social Services Departments should be reminded periodically that they must exercise vigilance in the recruitment and management of their staff in strict accordance with the detailed recommendations of the Warner committee917; and compliance with them by individual local authorities should be audited from time to time.
