Register of public liability insurers
The Chair and Panel recommend that the Association of British Insurers considers whether a register of public liability insurers could be introduced to assist claimants in child sexual abuse cases in locating the insurers relevant to their claim, and how it would operate. The Chair and Panel recommend that the Association of British Insurers sets out its consideration of the issue and the conclusions it has reached in a written update within 12 months of the publication of this report.

AcceptedOn 24 April 2019, the Association of British Insurers formally responded to this recommendation by raising a number of questions about the merits of such a register and the challenges that may be faced by its introduction. The response from the Association of British Insurers was referred to in the Accountability and Reparations Investigation Report (page 101), and a second Inquiry recommendation on a register of public liability insurers was made (see row 80).
