Recommendation
The Inquiry Panel recommends that the PSNI ensures that where officers of whatever rank use a personal journal or any other book for recording evidence and policy/strategy, such books are available for inspection and upon completion stored securely on police premises to meet disclosure requirements.
Context
The recommendations chapter was prepared in 2011. The report states that no further evidence for this chapter was received after 2011 and that some recommendations may have been overtaken by the time of publication in September 2026. Implementation has not been assessed by this import.
