At the programme-wide level, the Department described “unified discussions” with mayors and ministers, where the indicative allocations for each phase of the programme will be set.45 The Treasury’s Northern Growth Envoy, who had been in post since this new role was established in October 2025, told us he also co-chairs a chief executives group to “bring the whole thing together at an official level”.46 In its written evidence, Transport for the North highlighted the importance of pan-Northern views given the scale of the programme.47
