Recommendation
The financial pressures on the higher education sector have driven the sector’s reliance on international students. This reliance has been directly driven by decisions of the Government. Immigration policies have a very significant effect on the higher education sector, and the Government must consider the consequences of its decisions in a joined-up way. If the aim is to have fewer international students, the Government must set out how it will support the financial sustainability of higher education institutions. (Conclusion, Paragraph 213)
